This book studies the transition period from the pre-electronic government era using the senior executives organisational, cultural, political and personal experience on the implementation process of this computer-based information systems. The author's research, which was carried out during his PhD study, focused not just on the technical but also the social phenomena, which were discovered to be an important element in the disruption of practices, procedures and affected the outcome of the CBIS's implementation.
